The legal definition of a "safe port" by a judge in the case of The Eastern City, 1958, has become so classic that it is now the definition of a "Safe Port" in the Charterparty Laytime Definitions 1980.
The definition is:
“ . . . a port which, during the relevant period of time, the ship can reach, enter; remain at and depart from without, in the absence of some abnormal occurrence, being exposed to danger which cannot be avoided by good navigation and seamanship."

The classic definition of a safe port was given in the "Eastern City"5:
"A port will not be safe unless, in the relevant period of time, a particular ship can reach it, use it and return from it without, in the absence of some abnormal occurrence, being exposed to danger which cannot be avoided by good navigation and seamanship"

The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants. It is its natural manure.
