Das Problem ist wie immer, daß man das eroberte Terrain nicht verlassen darf, sonst besteht die Gefahr, daß der IS wiederkommt. Ähnliches erlebt man in Afghanistan. Somit muß der IS nachhaltig bekämpft und vernichtet werden. Auch politisch.
Die regulären irakischen und syrischen Streitkräfte sind ziemlich überfordert und demoralisiert. In ihnen spiegelt sich auch die strukturelle Schwäche der tribalistischen Gesellschaften wieder. Die Frage, die sich viele in der irakischen, oder syrischen Armee stellen lautet vermutlich "für wen oder was kämpfe ich eigentlich (noch)?" Für meinen Staat? Für welchen? Für meine Glaubensbrüder? Für meine Parteigenossen? Für meinen Stamm? Für meine Heimat (Staat, Region, Dorf, Familie...)? Für Geld? Aufgrund dieser Sinnfrage, die diese Streitkräfte von Nationalstaaten (gibts dort ja auch nicht wirklich) wirkungslos, zumindest ineffizient machen, haben sich viele Milizen gebildet. Arabische Staaten und Armeen leiden unter diesem Umstand. Fieserweise heißt es ja, daß es kaum schlechtere Streitkräfte, als die der arabischen Staaten gibt. Unter dem Aspekt von moderner Kriegsführung und Organisation. Mut etc. ist damit nicht gemeint. Die libanesische Hisbollah stach bis dato heraus, vermutlich, weil sie eben nicht ein ethnischer und konfessioneller Flickenteppich ist.Iraq's elite counterterrorism forces have units near Tikrit and Baiji in central Iraq and Habaniya in the west. Der Irak und Syrien versuchen ihre dahinsichtlich überforderten Streitkräfte mit Milizen zu stützen. Diese sind zwar teilweise auch relativ gemischt, scheinen aber dennoch homogener zu handhaben zu sein. Sie sind inzwischen unverzichtbar. Wo die irakischen und syrischen Streitkräfte ansetzen, sind sie praktisch immer dabei. Auch, wenn es aus bestimmten Gründen nicht immer direkt propagiert wird. Beispiele sind die große PMF im Irak oder die NDF in Syrien. In ihnen findet man Schiiten, Alawiten, Christen, Sunniten, Yesiden, Drusen u.a., auch sind sie mit kurdischen Einheiten verbündet. Popular Mobilization Forces (Iraq)
Forces/Units/Committee (PMF/PMU/PMC), is an Iraqi state-sponsored umbrella organization composed of some 40, mainly Shiite, militias.[5] (there also Sunni, Christian, and Yazidi groups) The People's Mobilization was formed for deployment against the Islamic State of Iraq and Syria. The organization was formed by uniting existing militias under the "People's Mobilization Committee" of the Iraqi Ministry of Interior in June 2014. Despite being a force outside the Iraqi regular armed services, militants of the Popular Mobilization Forces openly reject the qualification of "militia".[6]
Iran is a major supplier; according to some sources in 2014 Tehran sold Baghdad nearly $10 billion worth of weapons and hardware. Furthermore, there is a daily supply of Iranian weapons,[42] including Iranian-made 106 mm anti-tank guns as well as 120mm, 82mm and 60mm mortars.[43]
In May 2015, the United States started delivering about $1.6 billion worth of military equipment under the supervision of the Government of Iraq. According to some sources, the major beneficiaries of the weapons deliveries are to be the Popular Mobilization Forces.[44]

National Defence Forces (Syria)
The NDF is projected as a secular force. For that reason, many of their members are drawn from Syrian minorities, such as Alawites, Christians, Druzes,[10] and Armenians.[17] According to the Washington Post and the Wall Street Journal, the creation of the group has been successful, as it had played a crucial role in improving the military situation for the government forces in Syria from the 2012 summer, when many analysts predicted the downfall of Assad and his government.[5][18]
The force is reported to be 60,000-strong as of June 2013 and is set to grow to 100,000 (reached in August 2013).[5][19]
Units mostly operate in their local areas, although members can also choose to take part in army operations.[10][20] Others have claimed that the NDF does most of the fighting because NDF members, as locals, have a strong knowledge of the region.[20]
Women's section
Since January 2013, the NDF has a 500-strong women's wing called "Lionesses of National Defence", which operates checkpoints in the Homs area.[21] The women are trained to use Kalashnikovs, heavy machine guns and grenades, and taught to storm and control checkpoints.[22]
Natürlich stehen Bagdad und Damaskus noch andere Ansprechpartner zu Verfügung. Verdächtige imperiale Mächte wie Teheran und Moskau, die mit Truppen, Ausbildern, Aufklärung, Waffen und Kampfrobotern wüten bzw. schützen und helfen. Paradoxerweise gibt es aber auch reine Licht-Mächte wie das imperialistische Washington auf der anderen Seite. Die aber aufgrund übler interventionistischer Machtpolitik von praktisch allen in der Region nicht so lupenrein wahrgenommen werden. Selbst von Verbündeten. The creation of the NDF was personally overseen by Iranian Quds Force commander Qasem Suleimani.[15] Syrian security officials admitted that they received assistance from Iran and Hezbollah, who both "played a key role in the formalization of the NDF along the model of the Iranian ‘Basij’ militia", with the NDF recruits receiving training in urban guerilla warfare from Army of the Guardians of the Islamic Revolution (IRGC) and Hezbollah instructors at facilities inside Syria, Lebanon, and Iran, with this partnership remaining the same as of April 2015.[12] Iran has contributed to gathering together existing neighborhood militias into a functioning hierarchy and provided them with better equipment and training.[6] The United States government has also stated that Iran is helping build the group on the model of its own Basij militia, with some members reportedly being sent for training in Iran.[16]

Nämlich, damit sie sich nicht gegenseitig abschiessen und bombardieren, oder deren Verbündete. Die Möglichkeit besteht durchaus.
